Amends Connecticut General Statutes Section 46b-22 to add out-of-state officiants as persons authorized to solemnize marriages, effective October 1, 2015

Permits any person duly authorized to solemnize marriages in another state to perform marriages in Connecticut upon providing proof of authority to the town registrar

Requires out-of-state officiants to complete a written application with the town registrar listing the names of persons to be married, marriage date, and officiant's name and address

Requires out-of-state officiants to remit a $25 application fee to the town registrar where the marriage will be celebrated

Maintains existing prohibitions on public officials issuing marriage licenses from joining persons in marriage under their own license or their assistant's/deputy's license
