Commissioner of Developmental Services shall develop a plan, in consultation with stakeholders, to close all state-operated intermediate care facilities for individuals with intellectual disabilities, considering the settlement agreement in Messier vs. Southbury Training School.

Commissioner must submit a report to the joint standing committees on appropriations and public health by December 15, 2015, detailing the closure plan.

Report shall include a timeline for facility closure and describe plans to transition residents to community-based settings, meet service needs, address environmental issues, repurpose facilities, and staff community-based homes.

Report shall include financial analysis of short-term and long-term costs and savings from implementing the plan and identify resources needed for implementation.
