Allows a tribal business entity owned exclusively by the Mashantucket Pequot Tribe and Mohegan Tribe of Indians of Connecticut to issue requests for proposals to municipalities for establishing a casino gaming facility.

Permits municipalities to respond to requests for proposals and allows the tribal business entity to enter into development agreements with municipalities, contingent upon future General Assembly legislation authorizing casino operations.

Prohibits the tribal business entity from establishing a casino gaming facility until the General Assembly amends state law to expressly authorize operation of and participation in a casino gaming facility by such entity.

Requires the tribal business entity to submit monthly reports to legislative leaders and the Attorney General summarizing activities related to any request for proposals, due by the 25th of each month.

Limits the formation of only one tribal business entity and includes a severability clause rendering the entire section inoperative if any provision is declared invalid by a court.
