Establishes a student advisory committee to the Board of Regents for Higher Education with one representative from each Connecticut State University System institution, each regional community-technical college, and Charter Oak State College.

Staggers initial term lengths starting July 1, 2015: six regional community-technical colleges and two state university system institutions serve one-year terms, while all other members serve two-year terms; subsequent terms are two years.

Requires student government organizations to elect committee members and alternates, with membership terminating if a student ceases to be a matriculating student in good standing at their institution.

Committee members elect their own chairperson and vice-chairperson on a rotating basis for one-year terms, with one officer from the state university system or Charter Oak State College and the other from regional community-technical colleges.

Committee meets at least biannually with the Board of Regents, may participate in discussions but cannot vote, and is subject to the Freedom of Information Act.
