Adds new subsection (7) to assault in the second degree statute making it a class D felony to intentionally cause physical injury by striking or kicking a person in the head while they are lying down.

Expands the definition of assault of public safety, emergency medical, public transit or health care personnel (class C felony) to include state or municipal animal control officers as protected victims.

Expands the definition of "public transit employee" covered under assault statutes to include train operators, conductors, inspectors, signal persons, and station agents who work as part of public rail service.

Effective date of October 1, 2015 for all amendments to general statutes sections 53a-60 and 53a-167c.
