Establishes a Mastery Examination Committee within the Department of Education to examine the impact, administration, and feasibility of state-wide mastery examinations, with an interim report due February 15, 2016 and final report due January 15, 2017.

Requires the State Board of Education to enter into an agreement by January 1, 2016 with a provider of a nationally recognized college readiness assessment to replace the grade eleven mastery examination requirement.

Modifies mastery examination requirements to include reading, writing, and mathematics for grades three through eight and grade eleven; science examinations for grades five, eight, and ten; all administered during the regular school day.

Specifies that grade eleven mastery examinations shall be a nationally recognized college readiness assessment paid for by the State Board of Education and administered by the assessment provider.

Prohibits public schools from using achievement of a satisfactory score on a mastery examination as the sole criterion for student promotion or graduation.
