Adds language requiring agricultural science and technology education center grants to be provided "within available appropriations" for the $3,200 per-student funding amount.

Changes the fiscal year reference in section 10-65(g) from 2015 to 2016 for rules governing excess grant funds received by local or regional boards of education.

Updates section 10-266aa(f) to change the fiscal year baseline from 2003 to 2015 for transportation grants to regional educational service centers and boards of education, with a maximum state-wide average of $3,250 per student transported.

Clarifies that the Commissioner of Education may provide additional transportation funding to "local or regional boards of education" in addition to regional educational service centers when needed to offset costs exceeding the maximum amount.

All changes are effective July 1, 2015.
