Establishes a Planning Commission for Education with 25 voting members including superintendents, teachers, parents, students, scholars, business leaders, and state commissioners, plus ex-officio nonvoting members from education associations and legislative committees.

Requires the commission to develop a vision, mission, and strategic master plan for Connecticut's public education system that coordinates education reforms and ensures equitable access to quality education for all students.

Directs the commission to address system organization, data utilization, testing and accountability measures, and factors affecting educational outcomes including poverty, racial isolation, language barriers, and parental engagement.

Mandates a preliminary report by February 15, 2016, and a complete strategic master plan with goals and benchmarks by December 31, 2016, with annual implementation progress reports to the Governor and legislative committees starting January 1, 2018.

Requires the commission to examine and recommend changes to funding policies, practices, and accountability to ensure equitable state funding and effective resource utilization across all school districts.
