Requires bilingual education teacher applicants to demonstrate written competency in English and written and oral competency in the other language of instruction, effective July 1, 2015.

Elementary level bilingual education teachers must meet coursework requirements in elementary education and bilingual education; secondary level teachers must meet requirements in their subject area and bilingual education.

State Board of Education may extend temporary certificates in bilingual education for an additional two years for teachers employed by local or regional boards of education providing bilingual instruction.

Allows international teacher permits for bilingual instruction teachers who have completed State Board prescribed coursework or training achieving equivalent proficiency to a bachelor's degree, in addition to existing qualification pathways.

Requires unexpended bilingual education grant funds as of November 1 to be distributed on a prorata basis to local and regional boards of education receiving grants under the program.
