Requires municipal police departments to hold public hearings at least 30 days before applying to acquire military equipment through federal programs (Section 1033 of the National Defense Authorization Act of 1997 or Edward Byrne Memorial Justice Assistance Grant program), with notice provided to the municipality's legislative body.

Mandates annual inventories of military equipment acquired by law enforcement agencies, due by January 15 each year, including equipment description, acquisition date, cost, funding sources, storage locations, maintenance costs, and photographs of aircraft, watercraft, tactical vehicles, and weapons.

Requires law enforcement agencies to submit detailed annual reports on tactical team deployments ("reportable incidents"), including location, reason, warrant details, arrests, seized property, equipment used (armored vehicles, explosives, firearms), and demographic information on all persons encountered.

Mandates reporting of demographic data (race, gender, age) for all persons encountered during tactical team deployments, as well as detailed descriptions of any injuries or deaths to civilians, bystanders, or police officers.

Directs the Police Officer Standards and Training Council to develop a standardized reporting form by July 1, 2015, and requires the Office of Policy and Management to publish all reports on its website for public access.
