Police basic and review training programs must include tactical training on deadly force use, body-worn recording equipment training and record retention, and cultural competency and sensitivity training, effective October 1, 2015.

Each law enforcement unit must develop and implement recruitment and retention guidelines for minority police officers by January 1, 2016, with goals to reflect the racial and ethnic composition of the communities they serve.

Division of Criminal Justice shall investigate all incidents where a peace officer uses physical force resulting in death, with the Chief State's Attorney required to appoint a special prosecutor to conduct the investigation.

Law enforcement units must record and maintain information on all incidents where a police officer discharges a firearm, including whether a death resulted.

Police departments cannot hire officers previously dismissed for misconduct or who resigned or retired while under investigation for misconduct, and must inform other agencies about such former officers who apply elsewhere.
