Revises definitions and organizational structure of the State Contracting Standards Board, including adding "Board" as a defined term and renumbering existing definitions effective October 1, 2015

Changes Board authority from mandatory ("shall") to discretionary ("may") for conducting triennial audits of state contracting agencies and issuing compliance reports

Requires constituent units of higher education and constitutional officers (Secretary of State, Comptroller, Treasurer, Attorney General) to adopt procurement codes by June 30, 2016, with the Board providing assistance in developing best practices

Expands the State Contracting Portal to include all bids, proposals, contracts and agreements from executive branch agencies, higher education institutions, and quasi-public agencies in a searchable database

Extends contract dispute resolution timelines from 30 to 60 days for subcommittee decisions and requires bidders/proposers to exhaust administrative remedies within agencies before contesting solicitations or awards to the Board
