Establishes a Commission on Racial and Ethnic Disparity in the Criminal Justice System with membership including the Chief Court Administrator, Chief State's Attorney, Chief Public Defender, corrections and law enforcement representatives, and 8 appointed members from legislative and executive leadership.

Requires the commission to meet quarterly and conduct conferences, collaborate with organizations, develop policies, and recommend legislative changes to reduce racial and ethnic disparity in the criminal justice system.

Mandates the commission submit biennial reports to the Governor and General Assembly starting January 15, 2017, covering commission activities and accomplishments.

Removes the terms "crippled" and "defective eyesight" from Connecticut General Statutes, replacing them with "physical disabilities" and "visual impairments" in sections governing transportation of children and public health services.
