Amends Special Act No. 91 of 1947 to recognize Congregation Mishkan Israel as a body corporate with successors to original members since the congregation's founding in 1840, located in Hamden and New Haven.

Authorizes the congregation to establish and maintain a place of worship, cemetery for people of Jewish faith, place of assembly, and religious school buildings for education of children.

Removes the $750,000 limitation on real property holdings, allowing the corporation to purchase, hold, sell, mortgage, lease, or encumber real or personal property without restriction.

Eliminates the $250,000 annual income cap on bonds, mortgages, and invested funds held by the corporation.

Exempts real property used by the corporation and its bonds, mortgages, and invested funds from taxation, with revenue used exclusively for the corporation's purposes also exempt from taxation.
