Allows unit owners in common interest communities to install one or more solar panels on their unit roofs, with associations permitted to regulate size, number, manner of installation, maintenance responsibilities, and financial obligations related to solar panels.

Requires associations to provide at least ten days' notice to all unit owners before adopting, amending, or repealing rules, including the proposed text and the date of action, and to notify owners after adoption with copies of new or amended rules.

Establishes that associations may only adopt rules affecting residential units to implement declaration provisions, regulate behavior that violates the declaration or affects other units, or restrict leasing to meet lender requirements (with recorded notice required).

Makes unit owners personally liable for property damage to their own unit caused by their negligence.

Specifies that all association rules must be reasonable and that internal business operating procedures do not need to be adopted as formal rules.
