Establishes the Connecticut Competitiveness Council as part of the Legislative Department, effective July 1, 2015

Council consists of 10 members: two each appointed by the House Speaker and Senate President pro tempore, one each by House and Senate majority leaders, one each by House and Senate minority leaders, and two by the Governor

Initial appointments must be made by October 1, 2015, with the first meeting held within 60 days; members serve four-year terms (with initial staggered terms of two or four years) and receive no compensation except necessary expenses

Council must develop a Connecticut Competitiveness Scorecard annually beginning January 31, 2017, identifying economic challenges and recommending policy responses to improve the state's competitiveness

Council must submit annual reports to the Governor, Commissioner of Economic and Community Development, and relevant legislative committees on state economic competitiveness, including the scorecard and policy recommendations
