Commissioner of Administrative Services shall adopt regulations by January 1, 2017 designating a new symbol of access depicting a dynamic character leaning forward to replace the international symbol of accessibility on signage for persons with disabilities.

New symbol of access shall be used on all buildings and structures constructed, substantially renovated, or expanded on or after January 1, 2017, replacing references to the international symbol in the State Building Code.

Removes the word "international" from definitions of special license plates, removable windshield placards, and temporary removable windshield placards, allowing them to use the new symbol of access instead.

Parking space signage replaced, repaired, or erected on or after January 1, 2017 shall display the symbol of access and updated text reading "reserved parking permit required" instead of "handicapped parking permit required."

Gasoline retailers must provide refueling service upon request to drivers with special license plates or removable windshield placards bearing the symbol of access at standard self-service prices.
