Authorizes the commissioner of motor vehicles to enter into agreements with independent contractors, including automobile clubs or associations, to issue duplicate licenses and identity cards, renew licenses and identity cards, and conduct registration transactions at their office facilities.

Increases the maximum convenience fee that contractors may charge applicants for license or identity card renewals, duplications, or registration transactions from three dollars to five dollars.

Suspends certificate of title requirements for vessels from the effective date of this section through December 31, 2018, though certificates of title issued prior to this period may still be used to transfer vessel ownership.

Updates vessel exemptions from certificate of title requirements, changing the model year threshold from 2016 to 2018 and the manufacturing date threshold from January 1, 2017, to January 1, 2019.
