Establishes a two-generational school readiness and workforce development pilot program operating through June 30, 2017, in New Haven, Greater Hartford, Norwalk, Meriden, Colchester, and Bridgeport to foster economic self-sufficiency in low-income households.

Pilot program shall provide early learning, adult education, child care, housing, job training, transportation, financial literacy, health and mental health services at consolidated locations, with workforce liaisons to coordinate with employer and household needs.

Creates an interagency working group overseen by the Commission on Children, including state commissioners, legislators, business representatives, low-income household members, and experts in two-generational programs to guide implementation and planning.

Requires quarterly reports from program coordinators and a comprehensive report by January 1, 2017, to relevant legislative committees detailing parent-informed strategies, policy changes, outcomes in school readiness and workforce success, program costs, and recommendations for statewide expansion.

Directs development of a long-term plan to adopt the two-generational model statewide, including targeted use of TANF funds and state grant incentives for private entities implementing similar programming.
