Expands the definition of "private occupational school" to include hospital-based occupational schools and programs offering postsecondary instruction in barbering or hairdressing, effective July 1, 2016.

Requires the Board of Regents for Higher Education and Office of Higher Education to develop a written definition for all sub-baccalaureate certificates and submit to the General Assembly by January 1, 2017.

Mandates institutions of higher education and private occupational schools submit detailed data on for-credit certificate programs by January 1, 2018 and noncredit programs by January 1, 2019, including enrollment, tuition, completion rates, employment outcomes, and student demographics.

Requires the Office of Higher Education to compile and publish certificate program data on its website by July 1, 2020 and create one-page fact sheets for each program by July 1, 2019 containing tuition, fees, graduation rates, job placement rates, and average student debt.

Directs the Board of Regents to establish a working group by January 1, 2019 to design a uniform naming convention for noncredit certificate programs at regional community-technical colleges and review tuition consistency across similarly named programs.
