Establishes a firefighters' cancer benefit program by January 1, 2017, to provide disability insurance coverage for certain cancers in paid and volunteer firefighters.

Covers Kahler's Disease, non-Hodgkin's lymphoma, and cancers affecting the brain, digestive system, endocrine system, or urinary system that result in death or temporary or permanent disability.

Requires firefighters to meet five conditions: pass initial physical examination showing no cancer, pass annual examinations thereafter, never have smoked, work at least five consecutive years as certified interior structural firefighters, and have cancer known to result from occupational exposure to heat, radiation, or carcinogens.

Requires fire chiefs and marshals to report to the State Fire Marshal the names of certified interior structural firefighters exposed to heat, radiation, or known carcinogens during fires or emergencies, including duration of exposure.

Maintains existing workers' compensation eligibility for firefighters with other occupational diseases including hepatitis, meningococcal meningitis, tuberculosis, and prostate or testicular cancer.
