Amends section 2-33a of the general statutes to redefine "increase in inflation" as the change in the consumer price index for urban consumers over the preceding 24-month period ending December 31st of the calendar year before the fiscal year in question, using U.S. Bureau of Labor Statistics data.

Redefines "general budget expenditures" to mean expenditures from appropriated funds authorized by public or special act of the General Assembly.

Excludes from general budget expenditures payments of principal and interest on bonds, notes, or other indebtedness and expenditures under section 4-30a of the general statutes.

Requires passage by three-fifths of the members of each house of the General Assembly.

Implements the constitutional limitation on expenditures by the General Assembly.
