Establishes a task force to study nail salons and nail technicians, with focus on health and safety standards, licensure requirements, and working conditions.

Task force comprises seven members: nail salon owners appointed by House Speaker and House Minority Leader, nail technicians appointed by Senate President Pro Tempore and Senate Minority Leader, two members appointed by House and Senate majority leaders, and the Commissioner of Public Health or designee.

All appointments must be made within 30 days of the bill's effective date, with the first task force meeting scheduled within 60 days.

Task force must submit findings and recommendations to the joint standing committee on public health by January 1, 2017, and terminates upon report submission or January 1, 2017, whichever is later.
