Repeals and replaces section 20-112a to define "direct supervision" as a dentist remaining on-site in the dental office while procedures are performed and reviewing treatment before patient departure

Establishes two categories of dental assistants: noncredentialed (with on-the-job training or accredited dental assisting education) and credentialed (certified by Dental Assisting National Board)

Permits licensed dentists to delegate procedures including taking dental x-rays, impressions for study models, and fabrication of orthodontic appliances under direct supervision

Prohibits dental assistants from performing diagnosis, tissue removal, prescribing drugs, administering anesthetics, taking final impressions, placing final restorations, practicing dental hygiene, and coronal polishing

Authorizes Commissioner of Public Health to adopt regulations identifying specific procedures for noncredentialed and credentialed dental assistants, with the State Dental Commission to publish and update such lists every three years
