Requires the Department of Correction to transfer surplus funds from the Correction Commissaries account to the Inmate Medical Services account quarterly beginning October 1, 2016, for inmate medical services.

Modifies Connecticut General Statute 4-57a to mandate (instead of allowing discretionary transfer) that activity fund cash balances be transferred to the Inmate Medical Services account at the end of each quarter.

Changes the destination of surplus activity funds from the "Correctional General Welfare Fund" to the Inmate Medical Services account, redirecting resources toward medical care provision.

Establishes July 1, 2016 as the effective date for both new provisions and amendments to existing law.
