Expands the definition of "child care facility" to include persons under 21 years of age who are currently homeless or at risk of homelessness, in addition to existing categories of children under 18 and students in secondary school, technical school, college, or job training programs.

Requires child care facilities to designate an on-site staff member to apply a reasonable and prudent parent standard on behalf of children in their care.

Specifies that the Commissioner of Children and Families is not responsible for licensing facilities that do not board or care for children or youths under 18 years of age.

Requires persons or entities operating child care facilities to file a new license application if the population served changes after the initial license is issued.

Directs the commissioner to notify municipal chief executive officers of new license applications, excluding any confidential client information.
