Commissioner of Energy and Environmental Protection shall identify beneficial end uses for discarded tires that result in recycling rather than burning tires for fuel.

Commissioner shall evaluate the viability of establishing a tire stewardship program to transform discarded tires into beneficial end uses.

Commissioner shall research the efficacy of tire hauler license and permit programs in preventing illegal dumping, consulting with environmental departments in Michigan, Maryland, and Texas.

Commissioner must submit a report by January 1, 2017 to the joint standing committee on environment including identified beneficial end uses, efficacy data on hauler licensing programs, and legislative recommendations.
