Expands tree warden authority to include removal or pruning of individual trees, shrubs, or groups of shrubs when public safety demands it, with at least 10 days' notice posted on affected vegetation unless an immediate hazard exists.

Requires tree wardens to hold public hearings on appeals to proposed tree or shrub removal, with decisions rendered within three days and subject to superior court appeal within ten days.

Mandates public utilities conducting vegetation management to remove or properly dispose of all debris generated from pruning or removal activities within utility protection zones.

Requires utilities to submit annually (by January 31st) to town tree wardens or chief elected officials a plan identifying roads or areas where vegetation management will occur and a time schedule for the work.

Requires towns and boroughs to make utility vegetation management plans publicly available within 14 days of receipt and maintain public access throughout the calendar year.
