Prohibits zoning regulations from treating certain community residences differently from single-family residences, including facilities housing six or fewer persons with intellectual disabilities, mental health/addiction conditions, or hospices, when properly licensed and staffed.

Requires hospice facilities to be managed by tax-exempt organizations, located in cities with populations exceeding 100,000 in zones allowing one-acre development, and served by public sewer and water.

Allows municipal residents to petition state commissioners to revoke licenses or withdraw funding from community residences for non-compliance with applicable statutes and regulations, with municipal legislative body approval.

Requires the Departments of Public Health, Developmental Services, Mental Health and Addiction Services, and Correction to designate municipal liaisons and notify municipalities of community residences operated or funded by those departments within their boundaries.

Effective October 1, 2016.
