Expands the capital city economic development district definition from a single area in Hartford to include two separate areas: one within Hartford and a new area within the town of East Hartford, effective October 1, 2016.

Defines the Hartford district area with specific boundaries beginning at Masseek Street and Van Dyke Avenue, proceeding through various streets including Main Street, Capitol Avenue, and along railroad and Bulkeley Bridge routes.

Adds the East Hartford district area with boundaries beginning at Burnside Avenue and Hillside Street, proceeding west through Main Street, John Street, and other specified streets to the town's westerly boundary line.

Grants the Capital Region Development Authority power to consult with the chief elected official of East Hartford regarding property condemnation decisions, consistent with existing Hartford consultation requirements.

All amendments take effect October 1, 2016, and modify sections 32-600(7) and 32-602(d) of the general statutes.
