Replaces newspaper advertising requirements with posting notices on the State Contracting Portal for Department of Administrative Services projects and consultant service solicitations, effective July 1, 2016.

Increases the cost threshold for defining a "project" requiring consultant services from three hundred thousand dollars to five hundred thousand dollars under section 4b-55.

Removes the definition of "University of Connecticut library project" from the statutes and renumbers remaining definitions in section 4b-55 from subsection letters (a-n) to numbered subdivisions (1-13).

Eliminates section 4a-80 entirely, which previously contained reporting requirements for state agencies concerning certain contractor information.

Clarifies that project definitions (community court project, downtown Hartford higher education center project, correctional facility project, juvenile detention center project, and priority higher education facility project) are provided in section 4b-55, eliminating redundant cross-references throughout the statutes.
