Requires reporting to the Office of State Ethics within 30 days for reimbursements covering lodging or out-of-state travel, with exceptions for payments from federal or state governments; failure to report results in mandatory repayment unless the failure was unintentional and not due to gross negligence.

Exempts admission, food, and beverages provided by event sponsors to "active participants" (speakers, panelists, moderators, or award presenters) from gift reporting requirements and eliminates the need for sponsors to file reports for these items.

Changes the reporting deadline for registrants who reimburse public officials or state employees $10 or more for necessary expenses from 30 days to 45 days.
