Removes position category (29) from the enumerated list of state positions exempt from classified service, effective July 1, 2016.

Eliminates exemption for Directors of Communications 1 and 2, Directors of Communications 1 and 2 (Rc), Legislative Program Manager, Communications and Legislative Program Manager, Director of Legislation Regulation and Communication, and Legislative and Administrative Advisors 1 and 2 in the Executive Department.

These communication and legislative positions will now be subject to classified service requirements, subjecting them to merit-based employment standards.

Amends Connecticut General Statutes Section 5-198 regarding exempt positions in state government.
