Amends Section 4-67g effective October 1, 2016 to expand the Office of Policy and Management's responsibility to review whether buildings occupied by executive branch departments are being underutilized.

Requires the secretary to include in state property inventories the number of state employees per square foot in each building owned or leased by departments listed in Section 4-38c, beginning October 1, 2016.

Maintains existing requirements for state agencies to provide requested information to the secretary for inventory purposes and for the secretary to update inventories at least annually.

Requires the secretary to submit copies of inventories to joint standing committees of the General Assembly relating to government administration and appropriations no later than March 15 of each year.

Preserves existing approval requirements for state agencies to obtain written approval from the secretary before changing ownership, use, or allowing non-agency entities to use state real property.
