Redefines "small contractor" under Connecticut's set-aside program by replacing a gross revenue threshold of $15 million with federal Small Business Administration size standards based on North American Industry Classification System (NAICS) codes as specified in 13 CFR 121.101.

Maintains existing requirements that small contractors must maintain their principal place of business in Connecticut and be independent.

Updates the affiliate provision to reference the federal SBA size eligibility standards rather than the $15 million gross revenue cap when determining if affiliated persons together exceed small contractor status.

Takes effect October 1, 2016.
