Commissioner of Social Services, in consultation with the Commissioner on Aging, shall conduct a comprehensive study of long-term care needs to assess whether existing programs and strategies are sufficient.

Study must analyze 2015 data and 2020 projections for state residents aged 65 and older, residents with disabilities requiring long-term care, and overall long-term care demand.

Study shall examine Money Follows the Person demonstration project outcomes from 2010-2015, including number of residents transitioned from institutions to home and community-based settings and resulting state expenditure savings.

Commissioner of Social Services must report findings and recommendations to joint standing committees on aging and human services by July 1, 2017, including recommendations for addressing service gaps and improving access.
