Establishes the Connecticut Traumatic Brain Injury Advisory Board effective July 1, 2016, to address needs of persons with traumatic brain injuries and make recommendations to the Commissioners of Public Health and Social Services.

Board shall focus on TBI prevention, community education, provider capacity expansion, service coordination, developing community-based services, and assisting with a comprehensive TBI tracking system.

Consists of 21 members total: 3 TBI survivors, 3 relatives of TBI survivors, 3 private provider representatives, 3 medical/educational professionals, 4 licensed health care professionals, and 9 state commissioners or designees from various departments.

All appointments must be made by September 1, 2016, with the first board meeting held by October 1, 2016; members serve without compensation under bylaws to be adopted by the board.

Board must submit annual reports by June 30th to the Governor and relevant legislative committees detailing TBI incidence, demographics, services assessment, public-private partnerships, and identified service gaps.
