Increases Commission for Child Support Guidelines membership from 11 to 13 members effective October 1, 2016.

Adds Child Advocate (or designee) as a new commission member position.

Expands Governor-appointed members from 3 to 4, adding a representative focused on rights and best interests of children.

Requires Commissioner of Social Services to provide staffing and funding for the commission's administrative, regulatory, and economic study responsibilities.

Maintains commission's existing role to issue child support and arrearage guidelines every four years, with updated guidelines based on income and ability to pay of both parents.
