Modifies Connecticut's public records exemption law (CGS 1-210) regarding water company security information effective October 1, 2016.

Replaces broad language exempting "operational plans, portions of water supply plans, inspection reports, technical specifications and other materials" with narrower language specifically exempting only "documents or portions of documents that identify or describe procedures for sabotage prevention and response."

Allows disclosure of water quality reports, information on a water company's margin of safety, and information on available water and safe daily yield, limited to identifying only the municipality where the water source is located.

Maintains exemption for plans, reports, technical specifications and other materials containing information about transmission mains, tunnels, source water intakes and treatment facilities if disclosure would create a security risk.

Implements Department of Public Health recommendations to balance water company security needs with public access to drinking water safety information.
