Requires the Commissioner of Mental Health and Addiction Services to administer a mental health first aid training program in consultation with the Commissioner of Education to help participants recognize signs of mental disorders in children and young adults.

Mandates that district safe school climate coordinators complete mental health first aid training, with initial training required by July 1, 2014, and subsequent training for new coordinators by July 1, 2015.

Permits local and regional boards of education to require teachers, school nurses, counselors, and other school employees to participate in mental health first aid training.

Requires that beginning July 1, 2016, all persons receiving mental health first aid training must be provided with the website address and toll-free telephone number for the FDA's MedWatch program for reporting adverse events and safety information.

Authorizes commissioners to seek federal and state funding and accept private donations to support the mental health first aid training program.
