Expands the definition of assault of public safety personnel under Connecticut General Statutes Section 53a-167c to include assault of off-duty state police and local police officers, provided the officer was not the initial aggressor.

Maintains assault of public safety, emergency medical, public transit, or health care personnel as a Class C felony offense.

Applies the assault statute to assaults involving physical injury, thrown objects, mace or tear gas, staining agents, or bodily fluids against covered personnel.

Preserves an affirmative defense for defendants with certain disabilities whose conduct constitutes a clear and direct manifestation of the disability when assaulting health care employees.

Takes effect October 1, 2016.
