Requires all new two-family residential buildings with building permits issued on or after January 1, 2018, to have automatic fire extinguishing systems installed on each floor.

Applies the same automatic fire extinguishing system requirements to two-family homes that already apply to buildings with more than four stories, educational occupancies, hotels/motels with six or more guest rooms, and elderly-occupied residential buildings.

Building inspectors cannot issue permits unless fire extinguishing systems are included in approved plans, and fire marshals cannot permit occupancy unless the system is installed and operable.

Exempts violations of the two-family dwelling requirement from civil penalties of up to $1,000 per day that apply to violations of other automatic fire extinguishing system requirements.

Becomes effective October 1, 2016, with the two-family dwelling requirement applying to permits issued on or after January 1, 2018.
