Removes the July 1, 2021 expiration date for secondhand dealers licensed as pawnbrokers on March 31, 2011 to continue paying cash for property received under their secondhand dealer licenses.

Removes the July 1, 2021 expiration date for precious metals or stones dealers licensed as pawnbrokers on March 31, 2011 to continue paying cash for property received under their precious metals or stones dealer licenses.

Allows previously licensed secondhand dealers and precious metals or stones dealers to permanently pay cash for property without the time restriction that was set to expire in 2021.

Both amendments become effective October 1, 2016.
