Requires individuals eligible for home-care services to apply for Medicaid when requested by the Department of Social Services and accept benefits if determined eligible.

Authorizes the Commissioner of Social Services to provide retroactive Medicaid payments for up to three months before an eligible individual applied, provided no assets were transferred for less than fair market value in the preceding 60 months.

Establishes rules for penalty periods when applicants have made improper asset transfers, requiring the penalty to begin on the later of either the first day of the month of transfer or the date the applicant would have received Medicaid benefits but for the penalty.

Effective July 1, 2016.
