Expands payment card fraud statutes to include debit cards, digital wallets, and payroll cards in addition to credit cards, and updates all related definitions and penalties accordingly.

Adds "debit card" and "digital wallet" to the statutory definitions of payment instruments subject to fraud and theft laws under Connecticut General Statutes sections 53a-128a through 53a-128f.

Includes new provisions addressing false loading of payment cards into digital wallets and falsely making or embossing payment cards for use in digital wallets as payment card forgery offenses.

Creates new criminal penalty for former mortgage holders who continue collecting rental payments on foreclosed property after a final judgment of foreclosure is entered, subjecting them to larceny penalties based on amount involved.

Effective date: all amendments take effect upon passage.
