Prohibits manufacturing of children's products and upholstered residential furniture containing decabromodiphenyl ether, hexabromocyclododecane, TDCPP, TDCP, TCEP, or TCPP in amounts greater than 0.01% by weight, effective July 1, 2018.

Prohibits selling, offering for sale, or use of such products containing these flame retardants in amounts greater than 0.01% by weight, effective July 1, 2019.

Defines "children's products" as items designed for use by children twelve years of age or younger, including clothing, toys, crib mattresses, strollers, and nursing pillows, with specified exclusions for electronics, pharmaceuticals, and certain regulated items.

Prevents manufacturers from replacing banned flame retardants with chemicals identified in peer-reviewed literature as harmful to fetal or child development, carcinogenic, toxic to organs or endocrine systems, or persistent and bioaccumulative.

Exempts individuals using or reselling children's products and upholstered furniture for personal, family, or household purposes from the restrictions.
