Prohibits child care centers, group child care homes, and early childhood centers from providing beverages with added sweeteners (artificial or natural) to children, with exceptions for milk, flavored milk drinks, yogurt drinks, and nondairy milk drinks, effective October 1, 2016.

Bans juice for children under one year old in child care settings; allows 100% fruit or vegetable juice without added sugars for children one year and older, effective October 1, 2016.

Requires child care centers and early childhood centers to make potable drinking water available and easily accessible to children throughout the day, including at all meals.

Mandates local and regional boards of education provide students in preschool through fifth grade at least 20 consecutive minutes of daily physical exercise during regular school hours, effective October 1, 2016.

Requires school districts and charter schools to adopt policies addressing the use of physical activity or denial of physical exercise as a form of student discipline by October 1, 2013 (districts) or January 1, 2017 (charter schools).
