Authorizes the Commissioner of Administrative Services to enter into state grant commitments for 31 new public school building projects totaling approximately $819.8 million in estimated project costs with $550.2 million in estimated state grants.

Includes projects from school districts across Connecticut including Hartford, Ledyard, Newington, New London, Norwalk, Stratford, Danbury, Manchester, Stonington, Wilton, and others, as well as regional school districts and educational organizations like CREC, ACES, and Goodwin College.

Reauthorizes 8 previously approved projects that have substantially changed in scope or cost, including Greenwich High School, New Britain schools, Stamford schools, West Haven Central Administration, CREC institutions, and Goodwin College projects, with adjusted grant amounts.

Allows 5 previously authorized projects to seek subsequent reauthorization due to exigent circumstances, including Naugatuck High School, Weston High School, and a CREC medical professions facility, with updated project costs and grant amounts.

Takes effect upon passage and represents new authority for the Commissioner to commit state funds under the existing school building grant program established in Connecticut General Statutes section 10-283.
