Department of Education must review and revise its 2008 "Using Scientific Research-Based Interventions: Improving Education for All Students" framework by July 1, 2017.

Revisions shall include recommendations for high-quality core curriculum aligned to Common Core standards, positive school culture with restorative discipline practices, universal screening in literacy and mathematics, and multitiered intervention systems.

Framework revisions must address progress monitoring, assessment data use, intervention decision-making models, school implementation processes, fidelity procedures, intervention team structures, and student-family communication requirements.

Department shall provide professional development training to educators on the revised framework by July 1, 2018.

Commissioner of Education must submit proposed guidelines and legislative recommendations regarding services for children with disabilities in accordance with the revised framework to the education committee by January 1, 2018.
