HB 05309 Summary

• Requires each municipality to incorporate residential solar photovoltaic systems (12 kilowatts or less) into its building permit application process or create a dedicated permit application supplement by January 1, 2016.

• Municipalities may adopt the Connecticut Green Bank's standardized solar permit application form, allow electronic submission of applications, and exempt solar systems from permit fees.

• Municipalities must approve or disapprove residential solar permit applications within 30 days of receipt.

• Connecticut Green Bank must approve a standardized solar photovoltaic permit application form by December 1, 2016, and notify municipalities and post it online by January 1, 2017.

• Connecticut Green Bank must conduct five permit training seminars for municipal officials in different municipalities by December 1, 2015, in consultation with the State Building Inspector and other organizations.
